Cigna Modifier 25 Policy Update

In the face of overwhelming opposition from IPSIS and over 100 other medical societies, Cigna will delay implementing its new burdensome modifier 25 policy that was originally to become effective May 25, 2023.

The policy would have required physicians to submit office notes with all evaluation and management (E/M) Current Procedural Terminology (CPT®) codes 99212, 99213, 99214, and 99215 and modifier 25 when billed with a minor procedure — creating a disincentive for unscheduled, medically necessary care, and placing a significant administrative burden on healthcare professionals.
